Buchanan Ingersoll & Rooney

Jack Thomas Tomarchio is an attorney in the Philadelphia and Washington, DC offices of Buchanan Ingersoll & Rooney, where he serves as Co-chair of the firm’s Cybersecurity and Data Protection Group. Jack’s previous tenure at the firm was interrupted when he was appointed by the President to be the Principal Deputy Under Secretary of Homeland Security for Intelligence and Analysis Operations (2005-2008). After leaving government service, Jack founded a boutique venture capital and operational consulting firm which advised investors and numerous technology companies in the homeland security, defense, intelligence and national security space. He spent over thirty years in the United States Army and Army Reserve where he served in a variety of positions including chief counsel to US Army Intelligence Command (Reserve), a senior legal advisor in US Special Operations Command and as a commander of a US Special Operations Battalion. He is a graduate of the Pennsylvania State University and Vermont Law School and holds graduate degrees from the University of Pennsylvania and the US Army War College.
